Only for the most insidious of crimes with absolute and undeniable evidence (with attention to if they are mentally ill or not), with their brains being studied for science. However, keeping in mind the overrepresentation of minorities and poor in the system, alongside the majority of research from both the US and worldwide finding no evidence of a deterrence effect, funding should focus upon social welfare and opportunities for those from deprived areas, to act as a preventative measure for criminal involvement and focus upon rehabilitation and mental health services.
