Courses should be open to all, not necessarily free but according to ability to pay and so as not to deter uptake.
It may even be appropriate and effective to offer some financial or other incentive to do so: perhaps a modest fixed payment (or voucher) per session attended, a larger bonus on completion, and even more substantial bonus (proportional to grade?) on passing an assessment.
To incentivise continued use and learning, there could be an option offered to take this assessment - or more challenging assessment(s) - at later date(s), to be proportionately rewarded.
