Yes but it must be primarily focused on none military functions, allowing the state to operate in a state of total war or emergency whenever necessary. Furthermore conscripts serving in the military must have their own branch of a self defence force which cannot be used for foreign expeditions unless the homeland is directly attacked and then only so much as to defend the homeland and any further campaigns must remain the purview of a professional military.
