It depends on how much they have done for their community

Under the current society I find that completely unjust. If society created better means of doing so, I think community contribution is a great idea - particularly from the elderly and disabled. It would give them a solid role in society and they could meaningfully contribute to the community they seek support from. We need to nurture our communities, and this would be a good way of doing that, given the means.
