I believe it could be a consideration to cap at 2 or 3 children. However, most importantly the parents should be able to claim based on the combined income not solely on the highest earner

Parents who claim child benefits should not receive money but instead receive coupons that can be used for specific requirements like healthy food, clothing etc. A parent who claims child benefits should also not be able to smoke, drink or have luxury items.
