If after 10 years the individual hasn't become a citizen or attempted to hold dual citizenship, how can they possibly have the right to vote?
10 years is a long time, but within that timeframe any foreigner could become a citizen and become eligible to vote. If they want to affect change to this country through the democratic process, then they should be a citizen.
