Children are given puberty blockers if they reach puberty physically before they're mentally ready. Once they stop taking them, puberty continues as normal. Equally, hormone replacement therapy (HRT) is only effective while you're actually taking the hormone replacements. If you stop taking HRT, the body reverts back to how it was previously over time (which can also be supported by taking the hormones for your assigned gender at birth.)
When you speak to transgender people, you will hear almost all of them say that they realised something was different about them by the age of 5 or 6 years old. That doesn't mean that they would have begun transitioning at that age, because no child that young really understands their personal identity. However, it does mean that many transgender people are able to define their gender identity by the time they reach puberty. It is much easier for someone to live life as a different gender if they haven't been through puberty for their assigned gender at birth (e.g. by never growing breasts or having their voice drop.) Therefore it would be more beneficial to their quality of life to allow them to live as their chosen gender for a while without irreversible side effects to help them in determining if it's right for them before committing permanently.
Suicide rates are extremely high in transgender people. If we can reduce that, and also reduce the drain they could have on the NHS through things like support to tackle addiction or mental health problems, then we are saving lives and saving the government money.
