Yes, but only for those claiming benefits where they are expected to be looking for work. If positive, they should have to attend support and treatment program, then sanctioned for non-compliance. Should not be allowed to claim disability benefits for drug abuse related health conditions.

Yes and no, neutral stance, depends on why and the circumstances or severity of circumstances. Anyone struggling with mental/physical health and or addiction issues, or general testing positive should also be given proper and further/better help, resources, support, rehabilitation, and it should be further/better safeguarded too, and still a choice, the same goes for overall health or things like misusing benefits, whether someone works or not, everyone should be able to get tests by choice or if mandatory especially.
