Introduce minimum wage per hours clause and anti-discrimination clause for workers who don't take as many hours as offered by the company.

No it allows companies to exploit workers by not offering them secure hours

Zero hour contracts can be positive for some employers and some workers. There should not be a blanket ban of them but they should not be used to exploit workers.
