This one is tricky. I'm inclined to say that as long as one member of the household is working full time, that child benefit should be able available to any amount of children in that household. By keeping it at two, if you have two parents who are poor, you dont want 3 people who are poor growing up. That adds +1 person. keep the poverty rate stable. If someone has had 3 children and then suddenly become poor for a business collapse or parents were sacked. The 3rd child should be helped and how ever many children they have.
