with the proviso that it be permitted only through licensed sources (to deter tax-avoiding unregulated suppliers);
that it be further researched towards being offered free on the NHS where of likely medical benefit, or if chosen by user without clear medical basis but with medical permission, at users' own cost through government/NHS certified suppliers;
that users be required to provide evidence of where they obtained it if stopped under the influence;
that offences committed under its influence be still appropriately prosecuted (eg. dangerous driving, or neglect of dependents);
that habitual users should be obliged to declare this use to employers and prospective employers
