Neutral, yes depending on person, case, circumstances and crime committed, and to how repeatedly offending the convict/individual is and to the severity and circumstances around such. Also programmes and services, and resources should be more accessible, better and safeguarded for everyone to help, support, teach and or rehabilitate, etc certain kinds of individuals or criminals, especially those with mental health issues or disabilities and that come from traumatic backgrounds or rougher areas, and more overall general restrictions and safeguarding should be put in place or reformed to keep staff and prisoners, and even visitors etc safe and handled appropriately, especially on circumstance or danger levels of the criminal(s).
