unless they need the room if they are for instance disabled and cannot share a bed with their partner. Or need a carer to stay overnight

Only if they refuse to move to a smaller property when these properties are available, currently not the case; insufficient housing stock available. Also if home has been adapted for disability then it is cheaper for tenants to remain without loosing benefit.

No, this concept is immoral and based on far right views publicised in many right wing 'news' media and is factually incorrect. However more help should be given to help those who wish to move to a smaller property, which would then serve as an incentive too
