It means if the court suspects there is a plan to hurt Parliament or even regular civilians, it can be interrupted before it happens, but because it is only by court order, it means everything we say won't be heard and privacy is still an option.

It would be a violation of privacy. However, it may be essential when it comes to the surveillance of organised crime and therefore may not have to be accepted by a court.
