Yes i do agree with it if that is the only rail improvement we are getting. Ideally, upgrading existing rail networks would be better, but HS2 is better than nothing

I agree but at a price. Insurance should cover failures to meet deadline and a raising cost above contractual agreements. It also should be run by a well run government transport department that isnt making profit at the end.
