No if a pact with their own nations is struck (whereby brits can get free emergency healthcare in their country and viceversa)

yes, I believe they should have to as the nhs is paid by the British tax payers and therefore should priorities the people paying for it, however the cost should be fairly low and only have them pay for what they needed, there is no need to make money from the sick!!

No, but arguably there should be a screening of individuals and underlying health problems prior to entering the UK. If there is a likelihood of someone having a heart attack for example, then they should have insurance prior to entry.

Depends on what the emergency medical treatment is, if it doesn't necessarily cost as much, it should be free, if it is some what expensive, they should make a small contribution especially if they aren't planning on settling in the UK for long periods of time.

Do not deny emergency care. But everything else , yes- they haven’t paid into the system.
