Yes if they don't have coverage or insurance from their own country to back them. This can be discarded during extreme crisis

Insurance should be shown with passport on entry, but if someone is unconscious and unresponsive they should be entitled to emergency care up to a certain cost

If they plan on returning to their own country within a year they should have to paya small fee when they return.

No one should go untreated but wherever possible payment should be made equal to the health care to uk citizens in their country

In countries where we get free healthcare. The favour should be returned. If unable to pay, and they are here for genuine purposes other than to get care, then emergency care should be free.

No, but systems should be in place to prevent people from abusing that right. For example, people using the NHS to pay for the birth of their child and then leaving the UK.

Emergency care should never be withheld but insurance should be required to visit the uk, unless the visitors home countries government has a deal with the uk to cover the costs.
