Emergency care should be costed at the point of need but charged to the government for those who have their verified NHS number. The system should charge the same price direct to anyone who has no NHS number.

Yes, they should have to show proof of insurance before entering unless it’s an emergency and need to enter fats, or they were unable to get insurance. In those cases NHS should pay.

if they've given proof they cant afford it then don't charge but if they can afford it charge a reasonable amount

Match healthcare availability for those countries- if they have free healthcare there then let them have it here, if they don’t then don’t.
