If the vaccine is effective and almost eliminates the risk of someone who is vaccinated from being infected, then no - if someone chooses not to have the vaccine, then they are only putting themselves at risk and they should have the freedom to make that decision, even if it is unwise. However, if being unvaccinated against an illness means an unvaccinated person poses a risk to others, then possibly yes. However, this should be handled very, very sensitively.
