The focus should be on healing, on rebuilding lives, not just maintaining the status quo. Consider Portugal's unique approach. They decriminalized all drugs in 2001 and focused their efforts on treating addiction as a disease, rather than a crime.

Drugs addiction is not a simple issue which can just be stopped with an alternative straight away, harm reduction strategies need to be used instead
