If tolerance is a virtue, how should it be reflected in immigration laws?

Tolerance should, by my (admittedly cursory) knowledge of Catholic doctrines, be considered "neighbours" to be loved. Hence, they ought to be treated as equal to citizens insofar as is possible without undue risk to the country or its current citizens. They should be afforded free emergency healthcare, minimum wage protections, housing support, etc. and should be also be afforded a method of citizenship application that more accurately reflects the already diverse nature of our country.
