I believe that it is important for leaders to show support as we need to know that something is being done and it can help put the public at ease instead of doing or saying nothing which may lead the public to believe nothing will be done.

They should make their stance on conflicts clear, including any conflicts of interest, and allow themselves to be judged accordingly.

Yes, silence is a stance, but it's not a good one. For Biden being silent, he does more to actually convey his stance than if he were to use words to say 'I am an Israeli slave' - his silence is also communicated through actions - and his actions speak louder than his words ever could.
