Should there be exceptions to who can leave a country during mobilization, and if so, what should those exceptions look like?

If transport etc is an issue, then there should be restrictions to ensure that children leave first, criminals should be less of a priority for evacuation. But the end goal should be to allow all citizens to leave if they want to.
