They are excluded by the structure currently employed societally, targeting them directly is a good way to include them again. More people voting is never a problem

there's a difference between racist targeting and seeing that access to information in deprived areas or in certain demographics should be addressed. perhaps someone should've come up with a better name for it.

focusing efforts on specific demographics is divisive however this is why demographics are targeted because they're already culturally or economically etc separated.
