structuring some of the payment to cover the essentials - housing, food, energy bills so that the essentials are covered and people cannot be forced to go without due to poor budgeting. This is especially the case for households with children who have no say where the income is being spent (alcohol, tobacco, tattoos). The remaining income is for the individual to decide. There should always be an incentive to gain employment if possible - even volunteering programmes - and evidence that will uplift and inspire people
