Multiple investigations reveal that Russia is systematically recruiting children and teenagers, both from Russia and occupied Ukrainian territories, to design, assemble, and test military drones used in the war against Ukraine.

These efforts include targeting youth through video games, educational incentives, and propaganda activities such as parades and lectures. In occupied regions, Ukrainian children are being subjected to pro-Russian indoctrination and even taught to build drones in summer camps. Rights groups warn that Russia is also replacing local populations with its own citizens and foreign migrants, further entrenching control.

The international community has raised concerns about the exploitation and militarization of children, with the ICC citing unlawful deportation and indoctrination as grounds for action against Russian leadership.
