Not every young person can be financially supported by their parents. Forced labour is not an appropriate solution to youth unemployment. What would the penalty be for failing to attend? We're entering morally frightening territory there. Research also suggests that this wouldn't even work.

To expect 18-21 year-olds, likely coming straight out of education, to immediately secure a stable job is negligent of our government's responsibility to protect and aid its people. Making somebody work for benefits goes directly against the entire purpose of welfare.
