Yes and no, neutral stance, depends on why and the circumstances or severity of circumstances. Anyone struggling with mental/physical health and or addiction issues, or general testing positive should also be given proper and further/better help, resources, support, rehabilitation, and it should be further/better safeguarded too, and still a choice, the same goes for overall health or things like misusing benefits, whether someone works or not, everyone should be able to get tests by choice or if mandatory especially.
