No, the tax system should be used to encourage those to work and to earn more - to pay into the economy. although after a certain value this should be taxed at a higher rate.

Yes but the tax rate should reflect economic background of individuals. People from lower income families who go on to be high earners should pay less tax than those on the same wage from high income families
