Yes but more regulation should be added as to the rules regarding tickets, profit reinvestment and interaction between national rail and the rail companies.

No. There should be greater government control of trains and fare prices etc.

The national railway needs transforming and updating. I would back either stance if this was achieved. A fast and up to date system would reduce the strain on the road network and reduce emissions.
