No, I believe implementing something like this would only encourage and reinforce addiction regardless of being supervised by medical professionals. With that being said, I believe drugs should be legalised, regulated and taxed.

Mandatory rehab/jail for prolific drug abusers like heroin/crack cocaine. These people contribute nothing to society but drain it. This would create more jobs in health care too

People addicted to drugs should be given medival care to cure the addiction but drugs shouldn't be criminalised and people shouldn't be forced to stop taking drugs.
a lot of drug culture is based around counterculture, people would probably not support the government establishing it
