Yes. There should be health clinics availible to provide people with safe equipment and an opt-in programmes to assist people become sober. There should also be significantly more tax on tobacco and alcohol and drugs like marajuiana should be heavily taxed and controlled.

Yes but this should be done in a carefully controlled manner, lightweight drugs should be available from governmental or government authorised and regulated entities and more intensive drugs and their users should be in specialised care facilities for recovery and return to normal life. It should not be a free for all.
