Yes, but only if it is libeling other parties or breaking a law. (If they just plainly say what they hope to achieve, without bad-mouthing others in the process, it is fine.)

No but they should not be allowed to let the algorithm only show people a particular parties adverts based on the information they provide i.e. a conservative should be able to see UKIP, Green and Labour adverts just as much as The Consevatists adverts.
