no, underground workers should have freedom of speech and should be allowed to strike, unless the government met all the requirements of the workers like better pay then the underground should be considered an "essential service"

Kinda Essential but like strikes shouldn't be banned, the fact that people think they should be banned means you suspect strikes in the future therefore you can clearly see issues with the current working system for them, so whilst it should be considered essential, strikes should not be banned and working condition should be improved.

Yes, but workers should be able to refuse to take fares this way strikes impact the intended target, not the lives of citizens. This system has already proved successful in Japan.
