It is sometimes used to mean “endorse”, and it is sometimes used to mean “enact measures like trade embargos, etc.”. The EU should not endorse authoritarian governments. The EU should strongly discourage authoritarian governments. More intelligent people than me should be carefully considering when it is appropriate to enact things like trade embargos against authoritarian governments.
