Have designated areas they can camp. Or have rules in place for public sleeping. Not a criminal offence unless they are causing issue

Expand job centers to have places for the homeless to rest but don't criminalize encamping on public properties but toughen up on it, bath and Bristol city center is crawling with homeless

Individual circumstances should be taken into consideration. If someone is intentionally being difficult, there isn't much that can be done, but they still need somewhere to sleep! However there may be other circumstances to taken into consideration as to why housing may have been refused, personal safety etc.

yes, unless they are behaving in a way that could harm others. there should be more support for these people.
