If you are offering sub standard accommodation then they have every right to refuse. People do not choose to live on the streets if they are of sound mind. More should be done to support these people.

Depends why the individual refused available shelter, often it is because they have to give up their pet. Shelter should allow the homeless to keep their pet who often is their only companion

Need to find course of problem why they are not accepting shelter or housing then be vetted correctly

A person who is able to walk and are in fairly good health should not been given help as they can apply for a job.

No, but they should be provided with enough help to get themselves back onto their feet in a manner that doesn't end up fuelling what made them homeless to begin with

No, but more needs to be done to prevent homelessness in the first place. Better mental health care, financial support and care.
