I can imagine an immigrant with no English except the word benefit being prioritised housing over our homeless individuals that have been failed by the system

They should be provided with better housing and shelters but they shouldn't be sleeping on public property.

I believe they should be given a choice- Prison, or a programme that screens them for drug use- If they are possitive for drug use, they go to rehab. After they are put in a facility that gives them food, a gym and education to help integrate them back into society.

Yes, but provide support programmes to deal with mental health and addictions that may make them feel more at home on the streets than in a shelter or housing.

I believe it should depend on the public property, eg parks are absolutely fair for them to camp in as long as when they move they clean up after themselves
