They should have access to centres that can provide advice, medical check ups, food and drink, a shower and somewhere to wash their clothes and support for finding shelter for the night and onwards accommodation.

Why are the refusing? Can we improve the shelters and mental health/addiction services out there? They may not feel safe using a shelter… why?

If you are offering sub standard accommodation then they have every right to refuse. People do not choose to live on the streets if they are of sound mind. More should be done to support these people.

Well public property is open to the public as no one owns it so if they feel comfortable there then they should be left there. However it should only be for a short period of time as they should be more open to shelters.

No, unless they have good reasons for refusing it such as the local shelter is not a nice place but somewhere else must be found.

This depends on the case, if the premises is vacant eg a shop,restauraunt or cinema closed down then I would allow this.I would also welcome services such as discounted food from supermarkets and programmes to find jobs.

they should have the right to have shelter so if no one let's them come into a shelter they should be allowed to camp in certain places

Unused housing should be used to house homeless people - refusing should not be criminalised but the impact would be to limit potential for tough sleeping

No, but understand why they refused shelter or housing and improve those services based on that. Create more social programs to provide free food, clothing and medicine, but also support to help them get back into society.
