I hope so. I think most people using drugs that negativity effect them would rather not be in that position. Addressing the causes of drug taking and helping addicts to come off them is likely to be more effective than punishing them as they are often in a poor position already. Thereby hopefully highlighting the issues people face that case them to turn to drugs.
