It needs to help those in need of safe haven for whatever reason, those seeking to gain economically, whilst also contributing to the UK and those seeking to just better themselves. Most of the problems we have are not because of immigration, they are because of government policy and under funding services (the NHS, policing, roads, local councils, housing etc.), but rather than increasing spending by reforming taxation, to prevent tax avoidance, they take the easier option of blaming the increase in population because of legal and illegal migration putting a burden on public services. This is absolute bull of the highest order, but because certain people in this country have been convinced that people of colour or certain races are undesirable, they continue to vote for the party that stands with their opinions. It is so unbelievably depressing, especially when some of these same people are struggling to make ends meat or vulnerable, but are so convinced their issues are all because of immigration, they continue to vote for a party that then implements more policies, that continues to contribute to their problems, putting them in an endless cycle.
