This would require the recognition of Palestine as a sovereign state, which it currently is not

This requires a certainty of democratisation that can only be achieved if the people are willing to convert and the rule of law is strong to promote economic growth. We cannot accept an authoritarian entity as a state, it would cause too many issues.
