I do not support them in theory, but I appreciate the need for both employers and employees to have one-off working needs

These need to be strictly regulated, and no employer would be allowed to rely on the same people more than once every 6 months (or similar). Also, there should be a 48 hour notice from both parties should the work not be able to happen.
