I feel yes but they should have to be put in a detention facility for a minimum of 2 years and only be allowed probation (for a following year) after they had psychiatric testing. However if they are proved to be an ongoing threat to society, they should not be allowed to come back.

Yes, criminals who need to be imprisoned (a category which should include anyone who chose to join a terrorist organization) should, within reason, be allowed to choose where they are imprisoned, within a set of choices consisting of prisons that are definitely adequate to hold them.
