If they don't have anywhere to stay or even sleep, why should it become a privilege to sleep

They aren't troubling anyone, this isn't anti social behaviour, they just need rest. Would would you do if the ability for you to sleep is criminalised and the next time you wake up you're being escorted into the back of a police van.
