Shelter is a fundamental human need, no one wants to be homeless, they don’t have another option but to live in a tent

I would much rather sleep in a May homeless shelters are full or unsafe for people to stay in. How is criminalising this going to help anyone at all? It wouldn’t make the streets safer or help the homeless. It would cost a lot of money to enforce when it should be used to help make more shelter spaces that are safe and help people find jobs and live a better life.
