I think yes, but it should also be required that a guard has a gun, as well that the it is a right in the constitution to bear arms.

Yes and I believe in deregulating gun legislation to allow more British Citizens the right to keep and bear arms in accordance to the English Bill of Rights 1689.

All handguns are banned in the UK, so this question does not appear to be relevant. And there should be extremely severe penalties for anyone caught with one, in every circumstance.
