Should England establish a devolved Parliament?

Political candidacy and parliament should be revolutionised; instead of people of a certain neighbourhood voting from someone of their neighbourhood, people from the industrial, medical or military field etc, should elect representatives from their respective profession. A representative from industry, medicine, military and so on, to create an election for specialists in the nations fields of employment to serve as the new representative government.

Each of the 39 historic counties of England (Yorkshire, Lancashire, Cheshire etc.) should have devolved legislative assembles and governments with powers like what the Scottish devolved government has.
