Yes, but pass tougher laws on those sleeping rough on private property and begging etc. They will recieve community service and recieve food and drink from the Trussell trust food banks, in a central soup kitchen/hall.

no but make long term smart plans for them ie help them more to get jobs and off the street otherwise they will just keep the money and do drugs

Yes until they actually make proper affordable housing as people are ending up homless due too housing not actually being affordable and them never being able to get on a housing ladder and therefore renting becoming the only option but its far too expensive for their salary.
