No, unless the governement gets an ownership stake with profit sharing, and is able to allocate seats to locals, and dictate pricing

The revenue generated from this project could boost Manchester's economy, allowing for investment into education, hospitals, etc. I also think however, that the taxpayers' should receive and ownership stake in return.

yes, so long as it goes towards regenerating the 370-acre area, creating over 90,000 jobs, as promised.
